Senate body dissatisfied over non-payment of dues to NCHD employees

ISLAMABAD Aug 30 (TNS): Senate’s Sub-Committee on Less Developed Area on Wednesday expressed dissatisfaction on non-payment of salaries to employees of National Commission for Human Development despite assurance by the finance division.

The Committee also showed concern on non-payment of arrears, finalization of Service Rules and provision of annual budget and cautioned the concerned officials to seriously consider these problems of the NCHD employees.

The Sub-Committee meeting chaired by Senator Rubina Irfan observed that Parliament is supreme, all institutions are answerable to the Parliament and all departments must take recommendations of parliamentary bodies seriously.

On absence of key concerned officials at the committee from finance division, the Convener of the committee Rubina Irfan said the committee desired to engage with concerned authorities to seek an amicable solution to problems of NCHD employees.

She said it would be recommend to main committee for holding a public hearing on the issue as at present 6000 teachers under the NCHD were imparting education to students on just a monthly salary of Rs 8000. But, unfortunately they are not being paid even this sum of money for their services.

“If this problem is not resolved, the sub-committee would present its report to main committee for its further submission to the Upper House of the Parliament,” she added.  Senator Nisar Muhammad Khan observed that until the institution would be run on the choices of persons instead of certain regulations, the situation would not improve.  Senator Mukhtiar Dhamra said, absence of officials from the committee was above perception as the committee decided to write to Secretaries Finance and Federal Education for early resolution of problems.

The meeting was attended by Senators Nisar Muhammad Khan, Mukhtiar Dhamra, Chairman NCHD and representatives from Ministries of Federal Education and Finance.
