ISLAMABAD, Jan 04 (TNS): The National Accountability Bureau (NAB) is a prime anti-corruption institution of the country which, with its highly dedicated, valorous and hard work has prized Pakistan to decrease its position on corruption perception Index (CPI) from 175 position to 116 in last three years. With such an outstanding performance by improving Pakistan’s ranking from 175 to 116 in CPI NAB is a role model not only for the country but also for entire SAARC countries as it was unanimously elected as chairman of SAARC Anti-Corruption Forum last year which is the great achievement of Pakistan.
The reports of renowned national and international organizations like PILDAT Transparency International and World Economic Forum also confirms excellent performance of NAB.
The present Chairman of NAB Justice (R) Javed Iqbal just from the day of assuming the office has announced zero tolerance against corruption and said that to eradicate this epidemic from society is his first priority.
NAB’s dedication and hard work can’t be seem in statements only but statistic and the on ground work done by it suggest that means what it says.
In Dec last the Chairman NAB directed all the Regional Bureaus of NAB to file applications in respective Accountability Courts for early hearing of references under trial in respected Accountability Courts, so that to recover Rs 900 billion from corrupt and bring them to justice as per law. Taking notice of 499 inquiries and 287 investigations being conducted in all the Regional Bureaus of NAB, he said that 499 inquiries and 287 investigations are under process in Regional Bureaus of NAB and have not completed in prescribed timeframe of 10 months as per SOP/law.
As many as 1,138 references were under trial in respective Accountability Courts. The under trial references including 347 of NAB Lahore, 275 references of NAB Karachi, 185 references of NAB KP, 97 references of NAB Baluchistan, 171 references of NAB Rawalpindi, 34 references of NAB Multan and 29 references of NAB Sukkur are under trial in respective Accountability Courts throughout the country.
NAB has recovered Rs 50 billion from corrupt elements and deposited it in national treasury. It has also taken a fast track initiative to nab the wanted and absconding criminals.
Chairman Javed Iqbal also ordered an enquiry into the corruption allegations in the Multan Metro Bus project and the complaints of corruption in 56 companies in Punjab and also decided to conduct comprehensive inquiry to fix the responsibilities of squandering billion of rupees in Pakistan Steel Mills and to put names of all responsible of past and present in Exit Control List so that the culprits could not flee from the country.
Furthermore Chairman NAB Honourable Mr. Justice Javed Iqbal has taken notice of the reported corruption and irregularities in the allotment of industrial and commercial plots by Gwadar Industrial Estate Development Authority.
And all these big steps have been taken in just one month.
NAB is geared up and perfected its procedures. Due to this reason NAB has 76 percent conviction ratio which would be improved by ensuring transparency, merit, presenting sufficient evidence and flawless investigations to conclude mega and white collar cases according to their logical end as per law. With effective efforts corrupt would be brought to justice and looted money of innocent people in various cases would be recovered and will be deposited in national exchequer.
NAB Chairman has also directed the inspection and monitoring team to conduct annual evaluation and performance review of NAB headquarters and all the regional bureaus.
According to his directions the review should be conduct under comprehensive grading system on the basis of their performance of last previous year and submit report in March 2018.
The deficiencies of NAB headquarters and all the regional bureaus under comprehensive grading system would not only be pointed out but also necessary action would also be taken against inefficient and corrupt officials.
With the induction of computer based monitoring and evolution system under which every complain gets a special number which helps in every sphere of accountability from inquiry’s, investigations, referencing in accountability courts, executive and regional bureaus as it bears all the information required in the process.
Chairman NAB has himself decided to listen people’s grievances on last Thursday of each month which proved very successful and he has ordered all regional bureaus of NAB to also listen people’s grievances on every last Thursday of each month. The regional bureaus have also been directed to ensure disposal of case in mandatory ten months period. NAB has also established a complaint cell at each regional office. CIT system has been established to make the workings of investigation officers more effective. Senior officers have been included in CIT to prevent any influence.
Active awareness campaign of NAB remainS in field through lectures, seminars, walks, talk shows by involving civil society and bureaucracy and also through active participation of young generation in declamation, painting, poetry, singing and essay writing competitions round the whole year.
The establishment of 50,000 character building societies (CBS) is another brilliant idea of NAB shared with Higher Education Commission involving thousands of students of different universities across the country aimed at to impart conciseness and awareness among the new generation to make a corruption free Pakistan in the future.
