We are not afraid of anything or anyone. We owe nothing to anyone and we will not give away anything to anyone,\u201d Ukrainian Ambassador Sergiy Kyslytsya said. \u201cThere should be no doubt whatsoever.\u201d<\/p>\n<p>Some African nations, including Kenya and Ghana, criticized the Russian intervention and compared it to colonial aggression from centuries past.<\/p>\n<p>The US Ambassador to the United Nations, Linda Thomas-Greenfield, also said Russia\u2019s aggression belonged to another era. \u201c(Russian President Vladimir) Putin wants the world to travel back in time to a time before the United Nations \u2014 to a time when empires ruled the world,\u201d she said. \u201cColleagues, President Putin is testing our international system.<\/p>\n<p>On its part, China called for restraint by \u201call sides\u201d to avoid further escalation in the Ukraine crisis, urging a diplomatic solution.<\/p>\n<p>\u201cAll parties concerned must exercise restraint and avoid any action that may fuel tensions. We welcome and encourage every effort for a diplomatic solution,\u201d said Zhang Jun, China\u2019s UN ambassador.<\/p>\n<p>Opening the Security Council meeting with \u201cgreat concern and sadness\u201d, the UN political chief highlighted the \u201cunfolding dangerous situation in and around Ukraine,\u201d where tensions have spiked.<\/p>\n<p>\u201cThe risk of major conflict is real and needs to be prevented at all costs,\u201d Undersecretary-General for Political Affairs, Rosemary DiCarlo, said.<\/p>\n<p>\u201cWe also regret the order today to deploy Russian troops into Eastern Ukraine, reportedly on a \u2018peacekeeping mission\u201d, she added, recalling that the developments followed the decision to order \u201ca mass evacuation of civilian residents of Donetsk and Luhansk into the Russian Federation.\u201d<\/p>\n<p>Ms DiCarlo also raised concern over escalating shelling across the contact line, which have reportedly lead to a number of casualties.<br \/>\nShe cited the OSCE\u2019s Special Monitoring Mission in counting 3,231 ceasefire violations in the Donbas area from February 18-20: 1,073 ceasefire violations, including 926 explosions in the Luhansk region, and 2,158 ceasefire violations, including 1,100 explosions, in Donetsk region.<\/p>\n<p>\u201cWe remind all involved of their responsibilities under international humanitarian law and human rights law\u201d, underscored the senior UN official.<br \/>\nAlthough the UN is not able to verify the numerous claims made by various actors, she expressed anxiety over reports of civilian casualties, the targeting of critical civilian infrastructure, and ongoing evacuations.<\/p>\n<p>The UN political chief said that over the past few weeks, key actors have been engaged in \u201cintense diplomatic efforts\u201d to avert a new eruption of conflict in the heart of Europe.<\/p>\n<p>Ms DiCarlo reiterated the UN\u2019s staunch commitment to Ukraine \u2013 a founding member of the United Nations \u2013 as it continues to pursue the democratic reform agenda 30 years after independence.<\/p>\n<p>After \u201ca number of very emotional statements, categorical assessments and far-reaching conclusions\u201d, Nebenzya, the Russian ambassador, said he would not react but instead concentrate on \u201chow to avoid war.\u201d<\/p>\n<p>He informed the Member States that in accordance with agreements \u201csigned today by Luhansk and Donetsk People\u2019s Republics \u2026 the functions of maintaining peace in their territories will be carried out by the Armed Forces of the Russian Federation\u201d.<\/p>\n<p>Ambassador Nebenzya also urged Western colleagues to \u201ccome to their senses, put aside their emotions and not make the situation worse\u201d.<\/p>\n<p>Ms Thomas-Greenfield, the US ambassador, called President Putin\u2019s move the basis for Russia to create a pretext to further invade Ukraine, the consequences of which would be felt \u201cfar beyond Ukraine\u2019s borders\u201d.<\/p>\n<p>She said the Putin is \u201ctesting our resolve\u201d and wants to \u201cdemonstrate that through force, he can make a farce of the UN\u201d.<\/p>\n<p>Ms Thomas-Greenfield said that the US would take further measures to hold Russia accountable for this \u201cclear violation of international law\u201d, stressing that the response will be \u201cswift and severe\u201d should Russia further invade Ukraine.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UNITED NATIONS, Feb 22 (TNS):Russia faced sharp criticism from several members of the 15-nation UN Security Council over its move to formally recognize breakaway regions in Ukraine\u2019s east as independent states and sending troops it characterizes as \u201cpeacekeepers.
