Shehbaz Sharif Punjab government’s initiatives to boost performance of Board of Revenue Punjab, Cooperative Department & Land record Management Information system

LAHORE Sep 11 (TNS): The Chief Minister of Punjab Shehbaz Sharif has taken very important steps in Revenue system to eradicate corruption and forgery throughout the province. The Board of Revenue is the successor of the Office of the Financial Commissioner. It was originally constituted under the provisions of West Pakistan Board of Revenue Act, 1957, which on dissolution of One Unit in 1970 became the Board of Revenue, Punjab.

The system of Electronic stamp (E-stamp) papers was initiated in the province by the Board of Revenue (BOR) Punjab and so far one lakh Electronic stamp papers  (E-stamp paper) have been initiated in five divisions included Lahore, Gujranwala, Faisalabad, Rawalpindi and Bahawalpur from which Rs2 billion and 370 million were received. The system has been introduced in all the districts of Multan as well. For the information regarding the system a helpline (0800-08-100) was established.

Informative seminars were arranged in various housing societies and public places regarding the importance and advantages of E-stamp papers.

In the revenue department, the officers and other workers were promoted on the basis of merit and their previous performance and further initiatives were taken to solve the delayed and old cases which were pending for so long. The system was made transparent and every month there is a checking process in all registrar offices regarding the accountability of disloyal and insincere staff.

For the staff of the Revenue board water filtration plants were installed for clean drinking water, and in all the other offices throughout Punjab the installation are in process. Workshops were arranged for the training of Revenue officers in a modern and technical way.

All the Patwaris were assigned departmental responsibilities after the system of land records were computerized.

In the previous year for the first time in history Rs6.6 billion were recovered in the initial 2 months, which was 30% greater than the target.  A complaint cell was also established where public complaints are assessed and a SMS is sent to complainers after resolving their issue.

Provincial Cooperative Bank Punjab is the only scheduled bank which has license from the year 1925. Farmers and agrarians were given Rs11billion loans on easy terms. 151 branches were computerized and online banking was also introduced. For the better result, Sub Inspectors Cooperative were promoted to Circle Registrars Cooperative.

On experimental basis 10 model branches were facilitated with ATM. A data center was established for associating the bank with one link system. From 2009 to March 2016 there was 48% rise in bank deposits. System has been improved to protect the benefits of all members throughout Punjab.

In cooperative housing societies the transfer of the plot of the members are transferred via biometric system. All cooperative offices were made computerized throughout Punjab at the cost of Rs100 million and technical wing was also established in all cooperative office to solve the problems of housing societies.

Awareness campaigns were run in all the housing societies regarding E-STAMP paper.  For the security boundary walls were constructed around all cooperative offices at the cost of Rs7.484 million. Registrar, inspector hostel, and cooperative training institute Faisalabad was constructed and repaired at the cost of Rs1.9 million.  Housings were constructed for the 15-17 grade officers in operative training institute Faisalabad at the cost of Rs1.515 million. An extension scheme was formulated to improve the cooperative training institute Bahawalpur.

The cooperative system institute was affiliated with the Agriculture University of Faisalabad where it was possible to initiate the training diploma program.

At the cost of Rs302 million a project of milk collection was initiated from district Vihari with the cooperation of PLAN international while in other districts work is in progress.  In Sargodga the work is in progress on orange processing unit. Further at the cost of Rs300 million loans were given to the farmers of the arid areas of the province.

Government of the Punjab started computerization of Land Records with overall objectives to improve service delivery and to enhance the perceived level of tenure security. Punjab Land Records Authority (PLRA) has been set up under the administrative control of the Board of Revenue,​Government of the Punjab.​​ ​​

Making land rights secure, reducing the potential for disputes and enabling an improved investment climate are urgent tasks for the BOR and have been prioritized at the highest levels of the Gov. of Punjab for the entire Province. Over the long-term the Government intends to move to an effective system of land records management which will link text and spatial data effectively and will make rights in land more secure.

Under the current government of Punjab the 150 years old Patwari culture was eradicated and all the system was computerized throughout the province. More than 3000 workers were hired in all tehsils ad district of the Punjab for the providing efficient services to the Public. Throughout Punjab, the land records were made secure in 143 tehsils through scanning system and 22700 records were notified in the whole province.

More than Rs600 million monthly incomes were received by the Land Records Authority and more than 5 million falsified revenue records were corrected. The VIP culture has been removed from all land management centers, the facility of free call center (111-22-22-77) and cameras were also installed for monitoring of centers. Separate counters were formed for the females and old citizens.

A website www.punjab-zameen.gov.pk was designed for the availability of information related to land owners. LRMIS link was made available for the computerized record of the registrar. GIS pilot project was completed in Lahore, Lodhran and Hafizabad and 10 other districts have been provided this facility since 2016.

An initiative has been taken to secure the previous documents and index has been completed. A project has been initiated for computerization of the registration of land since 2016. The Government also pursued linkages between the Land Records Program and other initiatives with bearing on immovable property, such as the Punjab Municipal Services Delivery Project.
