Higher funding allocated in budget for basic facilitation schemes and security: Ruqayya Hashmi

QUETTA, May 16 (TNS): Provincial Advisor for Finance Captain (R) Dr. Ruqayya Saeed Hashmi on Tuesday said that higher funding has been allocated in budget for development of education and health sectors, drinking water schemes and maintenance of peace and security.

She expressed these views in her post-budget briefing to media for fiscal year 2018-19. On this occasion, Provincial Secretary, Finance Qamar Masood, Additional Secretary Finance Shahzeb, Chief Advisor to the Chief Minister for information Bilal Kakar and Mohammad of Finance Nadeem were also present.

He said that the total volume of the budget is Rs.352 billion, including a development component of Rs.88.03 billion and non-development expenditure of Rs.264.04 billions. She said that looking forward to taking these issues seriously, incumbent government has created around 8,000 new jobs that will be filled on basis of merit only, to eliminate the unemployment from the province.

She further said that the government has also allocated Rs.10 billion for pension funds by reducing the development component of the budget 2018-19 and would pay Rs.123 billion till 2025 in this head to pensioners.

In the new fiscal year Balochistan Revenue Authority will be actively enacted to increase tax collection by Rs.11 billion, in order to reduce the measured deficit amount from the budget 2018-19, she added.

She said that the government has paid Rs.150 billion to the Pak Army and Frontier Corps for maintenance of peace and security in the province. Apart from the budget, Rs.70 million have been apportioned to raise the capacity of police, levies and Balochistan Constabulary, and for supply of equipment’s, she said.

12 billion in terms of development expenditure for the education sector, while Rs.56.54 billion rupees have been allotted for non-development expenditure in this head, which are 14% and 25% higher than the current financial year, she said.

More than 10% of the amount has been allocated for maintenance of peace and security and health care, apart from this irrigation, agriculture, energy sources, irrigation plans are priority in terms of investments in which a large amount of budget is allocated.

She said that due to financial hitches government has presented a budget of, therefore strict decisions have been made in this regard and all departments are directed to ensure proper financial management.

For the first time in the province, cabinet has approved public finance reform strategy, in collaboration with European Union that would help to cut off extra expenditures and financial systems would be maintained on modern posts.

She said that with improved tax reforms and functioning Balochistan Revenue Authority, government has recuperated more than Rs.5.5 billion, which is better than last year. She said that the resources of the province have been increased by Rs.9.6 billion.

To implement board of investments Public Private Partnership Bill 2018 in latter and spirit, the Government is taking initiatives to increase foreign investments and business partnership in the province, she added.

In response to a question, she said that the problem of water in the province is taking a panic situation. Mangi Dam is being constructed by the cost of Rs.9 billion, which would supply 8 million gallons of water daily to Quetta city.

Similarly, the provincial and federal government has been working on joint venture to supply five million gallons of water to Gwadar. Secretary Finance Shahzeb said that initially government has allotted Rs.38 billion to Balochistan Police, Levies and other law enforcement agencies in the budget, apart from this Rs.70 million have been apportioned for buying necessary modern equipment’s and other goods for these departments.

He further said that last year, our three DIGs and SSPs have been martyred, and number of security personnel’s belonging to Balochistan police, Frontier, Baloch constabulary and levies have lost their lives.

Therefore, our far more concern was to facilitate heirs of these martyrs and government is trying to provide more amenities to these departments. Advisor for finance Ruqayya Hashmi said that despite all financial glitches government has tried to present people friendly and pro-poor budget for fiscal year 2018-19, providing maximum relief to the masses.
