Effective service delivery to citizens is a fundamental pillar of good governance, as it builds public trust, enhances administrative efficiency, and ensures that government institutions remain responsive to the needs of the people. When public services are delivered in a timely, transparent, and efficient manner, citizens are more willing to comply with regulations and fulfill their financial obligations, which directly contributes to improved revenue generation and collection. An effective strategy that incorporates modern technology, digitisation, and streamlined procedures can significantly reduce delays, eliminate bureaucratic hurdles, and minimize opportunities for corruption. Through transparent systems such as computerised records, online payment mechanisms, and integrated service platforms, government organization can ensure accurate documentation, better monitoring of transactions, and accountability in financial management. Islamabad represents Pakistan’s identity, vision, and aspirations as a modern, progressive, and well-governed nation. As the federal capital, it is not only the center of political and administrative activities but also a symbol of the country’s planning, organization, and commitment to sustainable urban development. The city reflects Pakistan’s cultural diversity, diplomatic presence, and institutional strength, hosting key government offices, foreign embassies, and national institutions. Known for its natural beauty, greenery, and well-planned infrastructure, Islamabad stands as a model of orderly urban development. Therefore, maintaining high standards of governance, public service delivery, environmental protection, and civic management in Islamabad is essential, as the capital city portrays the image of Pakistan to the world and serves as a benchmark for other cities .

The Capital Development Authority (CDA), being the largest civic service public Organisation in Islamabad has mandate for the scientific planning, designing, beautification, and sustainable development of Islamabad which plays a vital and pivotal role in ensuring that citizens receive effective, efficient, transparent and hassle free services under one roof.

CDA has not only established one window facilitation Center in order to facilitate citizens regarding its different services. On the basis of lesson learnt and feedback, CDA on the directions of Mohsin Naqvi, Honourable Federal Minister for Interior has decided to further strengthening and revamping its One Window Facilitation Center under the supervision of  Muhammad Ali Randhawa Chairman CDA decided to have a comprehensive strategy based on financial management, cashless transactions, computerisation and digitisation of CDA land records in coordination with ICT as well as making processes more easy and their dissemination to citizens both in English and Urdu languages so that they may more information and knowledge about complete documentation, fees and processes as per CDA bye laws along with timelines of different services thus saving their previous time and resources under citizen friendly effective and hassle free environment. However, after passage of continuous increased in population of Islamabad especially citizens increasing public interaction with CDA, there was a dire need to further modernised, streamlined and effective and efficient One Window Facilitation Center. The integration of advanced digital technologies, automation of procedures, and full computerisation of land records across CDA sectors was required to further transform One Window Facilitation Center into a modern, citizen-centric service delivery platform. Digitisation of CDA land records in coordination with ICT is one of the most important and critical steps which will further help in improving authenticity, transparency and reliability of CDA Land Record.

Under the dynamic leadership of Mohsin Naqvi, CDA under the supervision of Muhammad Ali Randhawa Chairman CDA have not only taken various steps and measures to computerised its CDA Land Record. Currently CDA has assigned Punjab Land Revenue Authority (PLRA) to computerised and digitalised its Land Record as PLRA has proven track record of doing computerisation of Land Records in Punjab. CDA also intends to have a comprehensive and transparent digital database and record of plots, ownership details, transfer history, outstanding dues regarding property and other services as well as to further strengthen collection mechanism in order to increase its revenue and to eliminate manual errors, delays and reduce the chances of fraud and manipulation, besides misplacing of files/records. Through a centralised database and digital system, officials and citizens after due process, will be able to get accurate information regarding their properties in CDA sectors within minutes not in days and months. This will further ensure that Land records and transactions are intact, genuine which will be processed quickly and transparently, thus strengthening public confidence upon CDA.

One of the major services that would benefit from digitisation and computerisation of CDA Land Records is the issuance of No Demand Certificates (NDCs). Currently, delays in the issuance of NDCs are often inspite of CDA’s timelines for different services including issuance of NDCs, approval of online maps, lay out plans and issuance completion certificates of different buildings and commercial plazas by CDA.

The Capital Development Authority (CDA) has often faced challenges in generating sufficient revenue to meet its growing financial requirements and developmental needs. Despite having multiple potential sources of income such as property transfer fee, lease extensions, development charges, water charges, and property charges, and other various service fees, the lack of an efficient and integrated revenue collection system has limited its ability to maximise revenue generation. Delays in service delivery, manual record keeping, weak monitoring mechanisms, and limited digitisation have also contributed to less revenue collection which is major component to be addressed timely.  As a result, CDA sometimes struggles to mobilise adequate resources to meet its operational expenses, infrastructure development, maintenance of public facilities, and environmental initiatives. To address these challenges, it is essential for CDA to adopt a comprehensive strategy focused on computerisation, digitisation of land records, transparent financial management, and modern service delivery mechanisms. By enhancing revenue base through strengthening revenue generation and collection of all fees/charge on line payment under cash less economy system which will enhance CDA to not only increase its revenue base but will have financial stability and sustainability in order to effectively and timely execute and complete its developing and other projects thus making Islamabad as a modern and model capital city of the World.

It is important to note here that  with proper monitoring, evaluation and feedback, in order to address bottlenecks, delays and simplification of processes in addressing issues of citizens, it will be difficult to achieve targets identified, especially revenue generation, increase in revenue base, and effective service delivery through One Window Facilitation Center in accordance with law.  By linking property records, fee payments, and outstanding liabilities with a digital platform, CDA may further revamp and an update its digitalised database and financial system in order to timely verification of dues instantly issuance of NDCs within timeframes besides proceeding against all those diligent officers, officials of different wings/ departments who will be responsible for not meeting the requirements, timelines thus having careless attitude towards performance of their duties in order to create undue hurdles and delays. The coordination among different wings/Departments come under the domain of One Window Facilitation Center regarding issuances of different services and wings includes Estate, BCS, Revenue, Land Department and IT wing which are working under their respective Members ad per law. DG One Window will devised a comprehensive strategy and effective mechanism for effective coordination among all wings and departments of CDA under One Window Facilitation Center so that all concerned wings and departments of CDA should process and decide the applications of the citizens related to their wings and Departments with the approval of competent authority within timelines in accordance with law which will further enhance the image of CDA as best service delivery organisation of the federal capital. Similarly, digitisation will improve the collection of various revenues, including land transfer fees, lease extension fees, possession fees, development, property taxes, water and conservancy charges etc. With an integrated digital system, citizens enable citizens to easily view and know about their outstanding dues on regular basis thus enabling them to make payments through online and other platforms swiftly. Such initiatives of CDA will further ensures that all CDA revenues are properly calculated and collected from citizens timely in order to  increase CDA revenue base as well as effective collection management thus strengthening CDA’s financial stability and profitability.

Under the vision of Prime Minister of Pakistan and Leadership of Mohsin Naqvi, Federal Minister for Interior, CDA under the supervision of Muhammad Ali Randhawa, not only adopted but Chairman CDA during a ceremony inaugurated cash less economy system at One Window Facilitation Center in which various representatives of leading schedule banks not only participated but also assured facilitation counters in order to facilitate to CDA customers under cash less economy systems thus enabling CDA to receive payments  through online portals, mobile banking, and electronic payment gateways, further enabling citizens to pay CDA fees and charges without visiting CDA One Window Facilitation Center and other offices in person.

The Cashless payments system at One Window Facilitation Center will minimise any risk of fraud and malpractice and help in further improve financial stability and security thus creating transparency and record of all financial transactions with proper oversight and reconciliation. Furthermore, digital receipts and automated record will further enhance administrative efficiency and ensure proper monitoring mechanisms of revenue streams. In addition to improving service delivery through One Window Facilitation Center, monitoring and evaluation of various service delivery will help CDA to generate more revenue as well as to develop a permanent sources of income.

Enhanced revenue collection through improved service delivery will further enable CDA to become financially self-sufficient and transparently run model organisation as financial stability is very much essential for undertaking development projects, maintaining infrastructure, beautifying and improving civic amenities across Islamabad. With stronger and better financial resources, CDA will be enable to invest in more projects, scientific expertise of urban planning, development, and beautification projects, environmental protection initiatives, environmental friendly transport, tree plantation thus making Islamabad more beautiful and an ideal place for tourists besides incorporating CDA’s Gardenia Hub with more varieties of trees and plants at one place.  CDA is also giving its full attention and devising strategies for solid waste disposal in order to have clean and pollution free Islamabad besides making efforts to cater the current and future needs of water supply to citizens in order to have more waterways, lakes and streams as well as water treatment plants.

Sector planning and Development is the top most priority of CDA. Under the dynamic leadership of Mohsin Naqvi, and supervision of Muhammad Ali Randhawa, Chairman CDA, CDA is actively working on sector development including development of C-14,   C-15, E-12, Park Enclave and Margalla Enclave etc.  Through more collection and increasing its revenue base through effective service delivery services under One Window Facilitation Center, will enable CDA to invest in more developments projects like construction of underpasses, interchanges and bridges, pedestrian streams, construction of new Convention Center in order to cater future needs regarding organisations various high level national and international conferences, uplifting of sports especially construction of state of the art World Class Cricket Stadium in Islamabad to promote and attract cricket lovers to witness International Cricket matches in Islamabad as well as PSL matches in order to promote tourism and recreational activities is Islamabad which is already known for its natural beauty and planned city which will also enable tourists, visitors and businesses besides distinguished guests from in country and abroad after witnessing its beauty and pleasant weather and hospitality which will encouraged them to have investment in Islamabad as Islamabad is well planned and situated among the beautiful foothills of the Margalla Hills, which form the southern extension of the Himalayan Mountain Range. Through  further effectiveness and revamping One Window Facilitation Center will be able to comprehensive real time database, computerisation and digitisation of land records of all CDA sectors as well as improving its efficacy and efficiency through effective service delivery to citizens within the stipulated timelines as well as monitoring and evaluation in addressing citizens complaints timely will help in ensuring transparent processes, timely and effective service delivery services under one roof and efficient revenue generation and collection thus increasing CDA revenue base will further help its management to be self sufficient in terms of financial stability and permanent resources of financial sustainability on the direction and clear vision and dynamic leadership of Mohsin Naqvi, Federal Minister for Interior and under the supervision of Muhammad Ali Randhawa, Chairman CDA to make Islamabad a model capital of the world with it’s greenery, environment friendly pleasant weather, safety, liveable and best tourist destinations besides best of the best destination for tourists, visitors and businessmen Insha Allah.
