The difference between counter-terrorism and counter-terrorism is that counter-terrorism deals with the prevention and prevention of terrorism while counter-terrorism is mostly a reactive response after an incident.
After an attack, counterterrorism strategies focus on countermeasures and countermeasures, often using disciplinary military operations and targeting terrorist installations.
Counter-terrorism strategies, on the other hand, operate before attacks, using complex legal and regulatory measures to eliminate sympathy and support for terrorist organizations.
By developing a legal system that re-establishes and strengthens the rule of law, counter-terrorism aims to identify and protect sections of society that are vulnerable to terrorist ideologies.
Now that Pakistan is grappling with the current wave of terrorism, policymakers need to complement the existing counter-terrorism framework with a comprehensive counter-terrorism framework to address the root causes.
Pakistan’s first experience in counter-terrorism and counter-terrorism came after the success of comprehensive military operations launched in 2009.
After the immediate threats subsided, the state established more institutions aimed at dealing with the complex root causes of terrorism has failed to do so.
As Pakistan grapples with the current wave of terrorism, policymakers need to complement the counter-terrorism framework with a comprehensive counter-terrorism framework to address the root causes.

Acts as an ideal institution for dealing with forms of terrorism, but it has faced severe constraints due to the constant shift in the focus of counter-terrorism and terrorist organizations.
Distinguishing between terrorists and other types of criminals is an aspect that is consistently overlooked in formulating the implementation mechanisms of counter-terrorism policies.

It should be noted that 27 people, including a woman, were killed and more than 62 injured as a result of a suicide blast in the railway station of Quetta, the capital of Balochistan Commissioner Quetta confirmed that the explosion at the railway station was suicide and informed that law enforcement agencies and civilians were targeted in the blast .
According to a foreign news agency, the outlawed Baloch Liberation Army (BLA) claimed responsibility for the blast in a statement emailed to journalists. Prime Minister Shehbaz Sharif strongly condemned the blast at Quetta railway station and prayed for forgiveness for the deceased and patience for their families. Chief Minister Balochistan Mir Sarfraz Bugti condemned the blast at Quetta railway station and ordered an inquiry into the incident to contact the higher administrative authorities. He said that terrorists do not deserve to be called human beings, they have fallen from humanity, and they have reached the elements involved in several incidents of terrorism, while action against terrorists will continue. He said that the terrorists involved in several incidents have been caught, they will be chased to their logical end and terrorists will be eradicated from Balochistan.
After Turkey and the American Embassy, Russian President Vladimir Putin has also condemned the suicide blast in Quetta. The Russian President expressed his condolences to Prime Minister Shehbaz Sharif and President Asif Ali Zardari and said that they will provide all kinds of cooperation to end terrorism. The American Embassy said that the affected people share the grief of the families equally. The US Embassy added that the US will continue to support Pakistan in fighting terrorism. Meanwhile, 6 Khawarij were killed and 6 injured during an operation by security forces in Spinwam area of North Waziristan near Pak-Afghan border. In a statement issued by the Inter-Services Public Relations (ISPR) of the Pakistan Army, it was said that the security forces conducted an operation based on intelligence information in Spinwam. According to the spokesperson of the Pakistan Army, the security forces are determined to eliminate the menace of terrorism from the country.
Earlier, Pakistan has been continuously asking the interim Afghan government to make effective border arrangements on its behalf.
The Interim Afghan Government is expected to fulfill its obligations and not allow terrorists to use Afghan territory for operations against Pakistan.
Currently, relations between Pakistan and Afghanistan are very tense. Even in their best times, these ties were tenuous.
No government, including the Taliban, has ever recognized the Afghanistan-Pakistan border as an international boundary since Pakistan’s independence.
But now more tension has arisen in these relations in the form of cross-border terrorism.
Defense Minister Khawaja Asif has said that as much as the Quetta blast should be condemned, targeting defense forces in terrorism is a conspiracy to weaken Pakistan, which includes other countries besides India.
Chinese citizens are being targeted in Balochistan so that the Chinese can get out somehow, soldiers are also being targeted in both provinces, in both cases the territory of Afghanistan is being used against Pakistan.
Afghan government has failed to stop these operations from its own land, we have to take decisive action against it.
