ICT admin flouts rules, spurns Ch Nisar, absorbs deputationists

Islamabad June 7 (TNS): In sheer violation of rules and total disregard for the Supreme Court verdict and clear-cut orders of Interior Minister Chaudhry Nisar Ali Khan, the Islamabad Capital Territory (ICT) Administration has absorbed dozens of deputationists in its subsidiary bodies besides making a large number of hiring in different departments.

According to sources, the ICT Administration, which falls under the preview of the Ministry of Interior, has also offered attractive perks and privileges to the revenue officials, who have further hired “private clerks” to help them perform the routine work.

According to the sources, Chaudry Nisar had sought a list of officers working in the ICT Administration as deputationists, however, the ICT high-ups forwarded a list of only 62 officials, while sweeping the names of other absorbed deputationits under the carpet.

The sources said that the blue-eyed and influential deputationists have surreptitiously been absorbed in different ICT subsidiary bodies including the revenue department.

After getting the list from the ICT Administration, the interior ministry investigated, on his own, to corroborate and ascertain the list and, during the scrutiny, it transpired that around 200 officers including ETOs, assistant directors, revenue officials, patwaris and clerks are working as deputationists in different departments of the ICT, causing a loss of millions of rupees to the interior ministry and the national kitty.

According to the sources, after the interior minister sought an explanation, the ICT Administration high-ups have approached the Law Ministry, in a desperate effort, to help thrash out a mechanism to save and cover up the favourite absorbed deputationists.

The sources also said that the “private clerks”, who have been hired by the revenue officials, are also getting a hefty amount from their patron revenue officials. It is unclear, how these revenue officials make payment to the “private clerks”. The sources said that the revenue officials pay salaries of their private clerks’ from corruption money.
